Overview of Civil Unrest in Los Angeles, CA & Recommended Best Practices

Overview: Ongoing Civil Unrest in Los Angeles Amid Immigration Policy Enforcement (as of June 11, 2025)

As of June 11, 2025, the Los Angeles, California area continues to experience significant civil unrest and protest activity in response to immigration policy enforcement in the area, and at least 370 people have been arrested since June 6, 2025. Demonstrations have blocked roadways near the Metropolitan Detention Center, the 101 Freeway, and Immigration and Customs Enforcement (ICE) buildings and vehicles, among other areas. There have been ongoing reports of vandalism and looting, and a downtown Los Angeles curfew has been issued between 8:00pm and 6:00am. Clashes among protestors and officials have occurred in several areas, some of which involved demonstrators throwing debris, fireworks, and additional handheld objects at law enforcement officers. The LAPD, California National Guard and U.S. Border Patrol are responding to activity and President Donald Trump deployed more than 700 active-duty U.S. Marines and 4,000 U.S. National Guard soldiers to assist in such efforts. (CNN; Time) President Trump’s decision to activate U.S. troops on national soil has sparked criticism including from California Governor Gavin Newsom who has sought a federal court order to block such efforts. Such criticism and ongoing tensions are likely to further fuel protest activity.

Significant protest activity has been reported in areas such as downtown Los Angeles, East Los Angeles, neighborhoods such as South Central, Koreatown, Little Tokyo, and the Fashion and Arts Districts, as well as the cities of Paramount and Compton, which are approximately 20 miles south of LA. Please note that several previously planned nationwide anti-Trump “No Kings” demonstrations are set for June 14, 2025, including those in Los Angeles and Anaheim, CA. As related protests grow throughout the country, those in Los Angeles are likely to heighten amid increased support for such activity. Ongoing risks associated with civil unrest continue to evolve daily, underscoring the need for security preparedness and threat-response protocols to expand appropriately.

Maintain Situational Awareness & Avoid Affected Areas – Individuals working, residing, or visiting the Los Angeles area are advised to remain informed of ongoing civil unrest activity, and avoid affected areas.

  • Subscribe to Alert LA County and CalAlerts, which provide mass emergency notifications via Wireless Emergency Alerts (WEAs) and the Emergency Alert System (EAS).
  • Follow official local sources such as the LAFD, LAPD, NotifyLA, and ReadyLA Twitter/X accounts, which share content related to ongoing protest activity, travel disruptions and other regional hazards.
  • Remain up to date with local news, including content from KTLA, NBC LA, Los Angeles Times, as well as national news outlets providing live tracking on the unrest such as the Associated Press, New York Times, CNN, and Fox.
  • Utilize mapping platforms such as Waze and Google Maps to identify and avoid roadblocks and demonstration activity.
  • Avoid non-essential travel and work from home, if possible, to avoid unnecessary travel risks.

Be Prepared for Emergency Situations – As the situation continues to evolve, individuals are advised to take the following actions to prepare for potential emergency situations.

  • Prepare a “go-bag” containing water, non-perishable foods, a first aid kit, cash, device chargers, identification, and medication, among other essentials.
  • Establish at least two (2) evacuation routes from homes and office spaces and keep vehicle gas tanks at least half full, if possible.
  • Ensure devices are charged in the case of an unexpected power outage, and utilize portable charging devices, if possible.
  • In the event of an emergency or if you witness a crime in progress, call 911 immediately. For non-emergencies, tips can be submitted anonymously through L.A. Crime Stoppers, the city’s Bureau of Street Services, and the LA County Sheriff’s Department allows residents to file police reports online for certain non-violent crimes.

For Offices With an International Presence; Several Countries Issue Travel Warnings Regarding Protests – Foreign governments including China, the United Kingdom, Brazil, Mexico, Japan, Australia, and Indonesia, have issued warnings for those traveling to or residing in the Los Angeles area, highlighting ongoing security risks in the area. The Chinese Consulate in Los Angeles urged Chinese nationals in the area to “closely monitor official announcements and media reports, stay highly vigilant, strengthen safety precautions, avoid gathering sites, crowded areas, or locations with poor public security.” (Business Standard; Newsweek; TTW; UK Government.)
